There are narrowly religious ones \u2014 those whose primary purpose is worship and pastoral care. And then there are those focused on helping people: through social work, education, and public outreach. It is the latter that we work with. They offer a wide range of services to different target groups: from distributing free food and fundraising for medical treatment, to running hospices, children's homes, and rehabilitation programs for people with addictions \u2014 as well as schools, children's and youth summer camps, courses, publishing, translation, historical research.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>These organizations are not engaged in worship as such \u2014 they carry out beneficial public work rooted in faith. Ideally, churches should stand apart from politics and remain independent. FBOs can receive funding from various sources, including government sources, and engage in their statutory activities.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>It is also important to note that these organizations make up approximately one third of the non-profit sector in Belarus. They simply cannot be overlooked.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>\u2014 What is the current situation of faith-based organizations in Belarus?<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Belarus is a multi-denominational country, which means that around every local religious community there are at least two or three faith-adjacent organizations focused on social and educational work. If you multiply the number of religious congregations by three, you get a rough figure for the number of FBOs. Our Institute works primarily with Christian organizations.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>These organizations are an enormous resource for volunteerism. The motivation of believers is not short-term: people give their time, money, and effort on a sustained basis, without needing financial compensation.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Examples such as the Red Cross, the Scouts, and the Girl Guides \u2014 many of these began as religious movements.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>\u2014 How did your Institute begin working with FBOs?<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Our active engagement started in 2016\u20132017, when the law on domestic violence was being drafted. Gender-focused organizations and UNDP were actively involved in that process. Churches and FBOs were not included in the discussions. When the draft law entered the public domain, religious organizations expressed opposition, seeing in it interference in family life and a certain form of control. This was a misunderstanding. Had they been brought in earlier, there would almost certainly have been far fewer problems.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>In response, we organized a conference \u2014 \"Sustainable Development and Religious Organizations\" \u2014 to introduce NGOs, international bodies, and religious organizations to one another. A broad spectrum of specialists was represented at this forum: from prison ministry to social and educational work. We then held sectoral meetings with government bodies \u2014 to create space for dialogue, discuss new initiatives, build the capacity of FBOs, and include them in public processes. They have a deep knowledge of the needs of people with disabilities and extensive experience in social work.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>\u2014 How has the situation changed today?<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Today we are monitoring developments and raising issues that matter to churches and FBOs. In international forums we remind audiences that the FBO sector continues its work under difficult conditions, and we speak out about violations of rights to freedom of conscience, freedom of association, and so on.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Following the adoption of the revised Law on Freedom of Conscience and Religious Organizations (signed at the end of 2023, entering into force in July 2024, with re-registration required by July 2025), a compulsory re-registration of religious organizations took place. As a result, a number of associations and organizations ceased to exist. In 2025, many such structures closed \u2014 according to regional government data, 37 organizations of various denominations were liquidated in Grodno Oblast, Protestant communities were dissolved in Vitebsk Oblast, and dozens of parishes of various denominations were closed in Gomel and Mogilev Oblasts; some denominations disappeared entirely from certain regions (for example, Evangelical Lutherans in Gomel, and the Mormons and Bah\u00e1'\u00ed in Mogilev). The law introduces a number of artificial requirements \u2014 for example, it demands a minimum number of registered members, which does not always reflect the actual reality of a congregation. This constitutes unnecessary state interference in the work of FBOs.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Reference<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Re-registration of religious organizations was completed in 2025. The Office of the Commissioner for Religious and Nationality Affairs has not yet published consolidated national statistics, but regional data indicate a significant reduction.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><em>Denominations that ceased to operate entirely (in specific regions):<\/em><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>Mogilev Oblast \u2014 3 denominations: Church of Christ, Mormons (The Church of Jesus Christ of Latter-day Saints), Bah\u00e1'\u00ed.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Vitebsk Oblast \u2014 1 denomination: The Church of Jesus Christ of Latter-day Saints (Mormons).<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Gomel Oblast \u2014 at least 2 denominations: Evangelical Lutheran Church and Messianic.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Grodno Oblast \u2014 2 denominations (not specified by name).<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p><em>Reduction in the number of organizations (congregations) by oblast:<\/em><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>Grodno: 520 \u2192 483 (\u201337), denominations 16 \u2192 14; plus 1 Catholic monastery liquidated.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Vitebsk: 525 \u2192 492 (\u201333), denominations 18 \u2192 17.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Gomel: 422 \u2192 380 (\u201342), denominations 16 \u2192 15.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Mogilev: 298 \u2192 237 (\u201361), denominations 20 \u2192 17 (the steepest reduction).<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Brest: precise final figures are not yet available, but a decline in communities of the BOC, RCC, and Pentecostals, among others, has been noted.<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p>The hardest-hit communities across regions were Protestant congregations (Pentecostals, Baptists, Full Gospel Christians, Lutherans), Catholic parishes, and smaller groups. Some of the closures are attributed to \"natural causes\" (too few members, absence of real activity). Twenty-five denominations formally remain in the country.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>\u2014 What challenges do FBOs face today?<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Unfortunately, the picture here is not very optimistic. In particular:<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><em>Pressure and control from the state<\/em> \u2014 this includes legislation that restricts believers and sets criteria for an organization\u2019s right to exist.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><em>Restrictions on foreign assistance<\/em> \u2014 most organizations operate on donations. Catholics and Protestants receive support from their respective unions.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><em>Dismissal or non-acceptance from democratic NGOs<\/em> \u2014 due to contentious issues such as the defense of life, abortion, and euthanasia, there are instances of closed-mindedness and refusal to engage in dialogue. Though this happens on the FBO side as well. Nevertheless, difficult questions must and should be openly discussed with all stakeholders.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><em>Problems with the quality of discourse<\/em> \u2014 society is not yet ready for dialogue that does not deny the opposing party the right to its own position. This requires self-reflection and effort from all participants in civil society.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><em>Strong Russian influence within Orthodoxy<\/em> \u2014 some organizations (for example, the St. Elisabeth Convent in Minsk and the Nativity of the Mother of God Convent in Grodno) support the war in Ukraine. They use their spiritual authority for propaganda and to collect funds for the Russian army, and exert pressure on anti-war initiatives.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>\u2014 Why is it important to preserve these organizations in Belarus?<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>It is vitally important that organizations carrying out genuine charitable work are able to continue doing so. They provide help to a wide range of vulnerable groups: volunteer work, work with children and youth, social provision of food and clothing, support for people with disabilities and people with addictions. The volunteers of these organizations work with those who have been abandoned both by the state and often by their own families. It is worth noting that Alcoholics Anonymous also began as several faith-based communities.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Furthermore, these organizations (not counting churches themselves) make up no less than one third of the third sector in Belarus. Precise figures are difficult to provide due to different forms of registration.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Despite the current socio-political crisis, the involvement of FBOs in addressing social issues has not noticeably diminished. Though many volunteers have emigrated, and that has its consequences.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>\u2014 What steps are needed to achieve mutual understanding and begin dialogue?<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>First, to see one another \u2014 to recognize that people with differing positions will always exist, and that only together can genuinely sustainable decisions be made for our country and its people.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Second, to make the effort to get acquainted and to talk \u2014 to clarify arguments, understand positions, and find common ground.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Third, to acknowledge FBOs as a significant part of the third sector \u2014 to invite them to share experience and expertise, and to include them in discussions on strategic decisions.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>If the legislation and the situation in Belarus allowed for free development, that would be enough. Unfortunately, faith-based organizations are subject to the same pressure and control as the rest of civil society. All the more reason why they cannot be ignored today: they are a resilient resource of society.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Reference: the Institute for Development and Social Market in Belarus and Eastern Europe<\/strong> is an independent research and analytical center that began its work in 2011.
