Repression, the loss of legal status, and the emigration of activists have transformed the structure and mission of the movement. Today, the \"green\" agenda lives on through networks, educational projects, and expert platforms \u2014 in anticipation of political change.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Repression and the Transformation of Formats<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Political repression, tightening legislation, and restrictions on foreign funding forced many NGOs underground or abroad. Protest actions and public campaigns became impossible: even peaceful environmental pickets are classified as \"unauthorized mass events.\"<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Open events have given way to educational and research formats. The emphasis has shifted to environmental education, pollution monitoring, local initiatives, and ecotourism \u2014 topics where risk is minimal. Project work, \"green schools,\" community clean-up days, and online courses have become the backbone of \"soft environmentalism.\"<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Key Challenges Facing the Movement<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list {\"ordered\":true} -->\n<ol class=\"wp-block-list\"><!-- wp:list-item -->\n<li><em>Political risks.<\/em> NGOs have been liquidated, activists face pressure, and foreign funding is restricted. Self-censorship has become the norm.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Financial crisis.<\/em> Access to international grants has been cut off, domestic funding sources are absent, and professional staff are emigrating.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Information deficit.<\/em> Environmental data is closed to public access, public hearings are a formality, and independent expert assessment is impossible.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Social apathy.<\/em> Fear and economic hardship are pushing environmental concerns off the agenda in Belarusian society.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>\"Field\" threats.<\/em> Intensive construction, the felling of trees in urban areas and forests, draining of wetlands, industrial pollution, and insufficient waste recycling.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Communication barriers.<\/em> Social media and websites are blocked; VPNs have become an essential tool of activism.<\/li>\n<!-- \/wp:list-item --><\/ol>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p>The overarching challenge is the combination of political pressure and loss of resources, which is forcing environmental initiatives either into the shadows or into work from abroad.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>New Priorities and Methods<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The contemporary environmental movement is concentrating on low-risk and sustainable directions:<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li><em>Conservation of ecosystems and biodiversity<\/em> \u2014 research, international programmes, appeals to international bodies.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Green economy and waste<\/em> \u2014 public awareness campaigns, niche Zero Waste work, cooperation with businesses.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Climate resilience<\/em> \u2014 participation in UNDP programmes, wetland restoration, educational initiatives.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Environmental education<\/em> \u2014 clubs, online courses, local eco-clean-up events, and ecotourism.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Access to information<\/em> \u2014 digital monitoring platforms, appeals based on the Aarhus Convention, which remains in force in Belarus.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Urban greening initiatives<\/em> \u2014 landscaping, public space improvements, cycling infrastructure.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li><em>Movement survival<\/em> \u2014 decentralization, operating without registration, establishing legal entities abroad.<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p>The primary goal is to preserve people, knowledge, and expertise so that influence can be rebuilt in the future.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Policy and the Strategy of \"Green Belarus\"<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The concept of a \"Green Belarus\" today exists only as a values framework, not as state policy. Formally, Belarus continues to speak of a \"green economy,\" but without civil society participation. Independent experts have been excluded from strategy development processes, while public consultations and hearings have become a formality. Nevertheless, activists continue to influence policy through alternative reports, international networks, and shadow reports submitted to the UN and the EU.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The ideas of a \"Green Belarus\" live on in the form of expert platforms and initiatives in exile. The most prominent initiative is the <strong>Green Belarus Alliance<\/strong>, founded in 2023 in Vilnius. It is an expert platform bringing together activists inside Belarus and in the diaspora. Its goal is to form a green vision for the future of Belarus, to align approaches with the European Green Deal, and to prepare a \"green recovery\" strategy for the period after political change. The Alliance operates through online courses, research, educational and analytical projects, building a foundation for future environmental policy.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>European Influence: Room to Breathe<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>European environmental strategies \u2014 the Green Deal, Fit for 55, the Just Transition, and the Circular Economy \u2014 have become the ideological and methodological foundation for Belarusian NGOs in exile.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Belarusian environmental specialists participate in European networks \u2014 the European Environmental Bureau (EEB), Friends of the Earth, and Bankwatch \u2014 and are developing \"green transition\" programmers for the future Belarus.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>The Belarusian environmental movement is going through a period of enforced silence. But beneath the surface, a new infrastructure is taking shape \u2014 professional, digital, and international. \"Green Belarus\" is not yet policy, but it is already a strategy for survival and future recovery.<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>European support is making it possible to retain specialists, develop expertise, and remain part of the international professional community. However, the distance between diaspora structures and communities inside the country remains significant.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Working in Exile: Poland and Lithuania<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Belarusian NGOs in Poland and Lithuania are integrating into local civil society ecosystems, registering as foundations, participating in national support programmers, and collaborating with municipalities and universities.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The optimal strategy is a hybrid approach: projects that are useful both to the host country and to a future Belarus. Using European language \u2014 SDGs, the Green Deal \u2014 building mixed teams, and participating in transnational networks are helping these organizations to maintain influence and
